Pomona Choice Energy is committed to helping customers understand California’s new Net Energy Metering (NEM) 3.0 program and how it affects solar investments and billing credits.
Since April 15, 2023, all new solar customers in Pomona are enrolled in NEM 3.0, which changes how solar customers are compensated for excess energy sent to the grid. Under the updated model, export rates are based on the actual value of solar energy distributed to the grid at different times of day, rather than retail rates.
“The transition to NEM 3.0 represents a significant shift in California’s solar landscape,” said Pomona Mayor Tim Sandoval. “While export rates are generally lower than under previous programs, customers can maximize their savings by pairing solar with battery storage and using or exporting energy during high-value evening hours.”
The program tracks solar generation and usage over a 12-month period, with credits automatically rolling forward each month to offset future charges.
When customers reach the end of their 12-month period, Pomona Choice Energy conducts a “true-up” process. Customers who have generated more energy than they’ve used (Net Surplus Generation) receive compensation at Pomona Choice Energy’s competitive rate of $0.06 per kWh. Those whose Net Surplus Compensation equals or exceeds $100 receive a direct payment by check, while smaller amounts automatically roll over to offset future charges.
Customers already participating in NEM 1.0 or 2.0 can rest assured that their current rates and structures remain unchanged for 20 years from their installation date. New solar customers are automatically enrolled in NEM 3.0 and Pomona Solar Choice, receiving the new export rates. These customers will use specific time-of-use rates designed to encourage evening energy storage and use.
